How to FIX SQL Server Error 17058 - initerrlog: Could not open error log file output Operating system error = output

Question

I am getting SQL Server Error 17058
 
 The Error Message says :
 
initerrlog: Could not open error log file output. Operating system error = output.
 
 
 Any suggestions [ Solution | TIPS ]  to resolve [FIX] this ?
 
  This is SQL Server Severity 16  Message

There are two possible reasons for this.

1. The User who is trying to start SQL services doens;t have permissions file create/update / modify where sql error log is located or
